"Why bother with carts at all?" Duh, so you can loan them to friends or sell them to get some money back after you finish playing them. You seem to be under the impression that the game keys get tied to the first Nintendo account that downloads the game. But they're tied to the cartridge. It's really quite similar to the way some Playstation and Xbox game discs require huge downloads before you can play the game.
