As much as I would love to agree with you, the facts on ground, doesn't support your view. This is because of the comparison we have. We know that Jigen is stronger than Naruto, this makes Ishiki equally stronger than Naruto. He beat Naruto and Sasuke combined. Now, Boruto in base, beat Code with his limiters removed which makes him as strong as Ishiki (this was stated in the manga that Code with his limiters removed is as strong as Ishiki). So tell me, if Naruto couldn't beat Jigen or Ishiki (except with one time Baryon mode) at full power and Boruro was able to easily beat limiters-removed Code quite easily, where does that place Boruto? Note that Naruto couldn't cope with the speed and power of Jigen and Ishiki while Boruto outclassed Code who had that same kind of speed and power. The power scaling in Boruto is different from Naruto. Ishiki and Jigen set the bar that Naruto couldn't meet and Boruto was able to defeat someone in the same power scale as Jigen and Ishiki.
