Jokes aside, this is pretty stupid and it seems that the US government didn't read everything and just judge by the looks.

You don't need to spend in this game and you could still get the character you want though it's guaranteed at 180 pulls, provided that you have stored up enough primogems to pull for that character. While I do say it's 180, there's a high probability that you could get your character under 70-80 pulls and if you don't, you got a guarantee as well as the same 70-80 pulls. And don't forget they do a rerun, so if you miss them, just wait it out and store some more primogems to get them in their rerun banner. Pity as well goes to the next banner, so you don't have to feel bad if you wasted your pulls.

If anything Fate/Grand Order should be the ones paying the fine since it doesn't even have rerun banner (as far as I remember) nor does the pity system transfer from the next banner.
