I don't think there was ever gonna be a a third instalment and I got abuse online for just for suggesting it. The genre is dead and the industry is wobbly and they have to move on to other things and leave the story they told the way it was left because in storytelling there is no need for complete closure.
However there may be a DLC based on Tommy's journey to Seattle and It might arrive sooner than you think.
If its that important, any story scraps can be told through the awful TV Show.
