My younger brother died of a sudden heart attack almost 3 years ago. He had a moderate Steam account, and his wife (who isn't a gamer) said I should access his various game accounts and reset passwords/contact details etc.
Most of his non-Steam accounts were fine with this, but.. I had to contact Steam support because there were issues resetting his password, only for them to lock the account completely once I had given them a copy of the death certificate - due to this 'You can't transfer on a Steam account to anyone' rule - not even to his kids or his widow. We weren't even given basic access to his 'Friends' list to notify anyone - so for most people he gamed with it looks as though he simply stopped responding.
This definitely needs to change.
