Buy Cheap, Buy Twice is a relatively small map, but it's crawling with enemies and civilians alike, so players are going to need to be careful if they want to achieve the S-Rank in this Ready or Not mission. There are 3 main objectives in Buy Cheap, Buy Twice, and 2 soft objectives. The mission itself is relatively straightforward, with players being required to arrest all suspects, secure all civilians, and locate necessary evidence. Here's a look at the objectives:

Since Buy Cheap, Buy Twice has a fairly small map, players are going to want to focus on a close-range loadout, even if some enemies use range to their advantage when it comes to the large parking garage. A loadout with GPNVGS with White Phosphor Headwear is a must-have, as visibility is limited due to the rain and darkness of the mission. In terms of weapons, bring a Beanbag Shotgun, as you're going to be clearing close-range rooms for the majority of this mission with non-lethal. There's also no need for a Mirrorgun, so feel free to take the Tactical Shield for added back protection. In terms of equipment, we recommend at least 3 Flashbang Grenades so that you can throw them into large rooms and open spaces to hit enemies in areas where the range of the Beanbag Shotgun will lack.
If you're playing solo with other AI officers, then Kicker, Intimidator, Negotiator, and Armorer are all good traits to bring, along with VPL 25 as their primary weapon.

How Many Enemies Are in Buy Cheap, Buy Twice?
To Bring Order to Chaos in Buy Cheap, Buy Twice, players will need to arrest the 15+ suspects within the map. Most of the suspects will have sidearms, so try not to worry too much about the firepower they carry, as there's a total of 19+ evidence. However, some enemies might have submachine guns and other stronger weapons, so it's always a good idea to stay cautious when turning corners and clearing rooms. The most optimal route to take to safely complete Bring Order to Chaos without dying is to use the Alley spawn at Caesar's Cars Dealership, and start from the left entrance.
Clear out the first garage lot, and then immediately head right into the back doors of the car dealership, clearing out room by room. Players will want to clear the interior of the dealership, then head into the upstairs offices, before looping back around to the right to find the remaining suspects in the car garage shop. This is the safest route through this mission, as it avoids open spaces.

Where is the Undercover Officer Location in Buy Cheap, Buy Twice?
The Undercover Officer can be found in the upstairs area of the car dealership within the meeting room of the offices. This officer is in a large room, usually guarded by an armed suspect. All players need to do is look at the Undercover Officer to confirm his status and complete the objective, as he can be found restrained in an office chair with a gunshot wound to the head. There is no way to save the Undercover Officer, as his corpse is part of the mission. As such, players shouldn't reload the mission and try and sneak into this mission, as there is no way to stop the Undercover Officer from being killed.

Where is the Trafficking Records Location in Buy Cheap, Buy Twice?
The Human Trafficking Records can be found in the car dealership's Atrium, where players will want to enter the first office on the right, furthest from the room that leads to the exit. Be careful when entering, as this large room might have an enemy hiding behind a corner. Inside this room, players will find a ton of shredded documents, but the furthest computer desk to the left has a bunch of boxes that players can report for this soft objective.
How to Find Contraband in Storage in Buy Cheap, Buy Twice
Where is the Contraband Location in Buy Cheap, Buy Twice?
The other soft objective in Buy Cheap, Buy Twice will take players outside to the furthest right side of the map, where they will locate a car garage shop. Inside, players will find a few enemies, including 2 suspects wearing body armor, holding rifles, and wearing welding masks to avoid gas and flashbangs, so tread extra carefully in here. In the backroom of this garage, players will find an abundance of drugs and guns, and players simply need to interact with any of them to clear the objective. This can be achieved with either the gun cases on the crates or the drugs stashed between the red door on the workbench. Players do not need to secure the cache to get the objective, but since it's here, you might as well.
How to Rescue All of the Civilians in Buy Cheap, Buy Twice
How Many Hostages Are in Buy Cheap, Buy Twice?
There are around 5+ civilians in Buy Cheap, Buy Twice, and like all other missions, they should be considered low priority compared to the armed suspects. While some civilians might be caught and used as hostages if enemies get too close, this is unlikely to happen, but if it does, use a flashbang to disorientate the armed suspect. Civilians can be frustrating to find, so once you have completed Bring Order to Chaos, you should focus on finding these civilians, which will be scattered around the street, the garage, and the car dealership.
The best way to find civilians is to spam the command button to make your officer shout, which will see nearby NPCs respond with their voice, so listen carefully to track them. There is also occasionally a homeless NPC in the street by the homeless camp, so be sure to check every corner, but just remember to leave the civilians until last, or arrest them as you go through the mission. If a civilian dies, then this objective fails, and players will not get the S-rank.
