As one of the best survivors in Redfall, Jacob gives players top-tier infiltration and exfiltration capabilities with the Cloak ability. Raven will tag all enemies around him and in any area of his choosing. His Heartstopper ultimate is essentially instant death for a minimum of five opponents, including vampires.
All this is true even if players haven't invested a single point in about of the skills. Redfall gives Jacob a ridiculously strong baseline and the freedom to make him even stronger. With the right build, Jacob is an elite talent in solo or group play that can't be duplicated by any other character.
Skills
As Cloak is one of the best abilities in the game, it's worth investing in before all else. The reduced cooldowns can make it so Jacob can kill every meaningful target. After brief fighting, he can then escape again well before his life is in danger.
Although Heartstopper is one of the reasons Jacob is considered the top survivor available, his Raven isn't all that great until it receives some point investment. The range and area are too small and could use a boost. After boosting all three abilities, the remaining four skill points are up to personal taste.

Jacob's Heartstopper ability gives him a built-in Sniper Rifle for use between encounters. With long ranges covered, it's wise for him to have a shotgun as this will be absolutely necessary when he's up Cloak. After killing opponents with melee, when the Cloak wears off, he'll need it to survive on the game's toughest difficulty settings.
The Stake Launcher is crucial for killing Vampires from afar and should be considered close to mandatory on both builds which is why this build recommends grabbing the extra stakes with those bonus skill points. The assault rifle maximizes Jacob's headshot potential and grants him great medium-range capabilities. At max level, there is nothing Jacob can't do.
