To get Chris in Resident Evil Survival Unit, you need to obtain 10 Chris Redfield Files from either the "Spin Your Luck!" Event, or the Vaccine Research Lab tab of the Merchant shop. It costs Gems to spin the wheel in Spin Your Luck (which you can get from redeeming RESU codes), and it costs Vaccine Lab Tokens to buy Chris' files from the merchant — which you get from taking part in the "Vaccine Lab Raid" event.
After you use your 10 Chris Redfield Files to get him, you can then increase Chris' star tier rating by using Legendary Universal Hero Files, but you can also continue to use more Chris Redfield Files if you want to keep spinning the wheel, or spend your Vaccine Lab Tokens. Or, you can use a combination of both Chris and Legendary files.
If you don't see any of these ways to get Chris Redfield Files in your game, your World creation date requirements may not be met. All you need to do in this situation is just wait until your server is old enough for Chris to be added.
How to Get Rebecca in Resident Evil Survival Unit
To get Rebecca in Resident Evil Survival Unit, you need to obtain 10 Rebecca Chambers Files from either the "Ace's Proof" event, Vaccine Research Lab tab of the Merchant shop, or by purchasing Daily Benefits packages. The Daily Benefits packages cost real money, and you have to select Rebecca from the list of available Heroes before buying anything to ensure you're getting her files. Whereas you can get Rebecca Chambers Files for free in Ace's Proof by ranking in the top 100 players, or earning Vaccine Lab Tokens from the Vaccine Lab Raid event.
After you use your 10 Rebecca Chambers Files to get her, you can then increase Rebecca's star tier rating by using Legendary Universal Hero Files, but you can also continue to use more Rebecca Chambers Files if you want to simply buy her outright, spend your Vaccine Lab Tokens, or try to consistently rank well in Ace's Proof. Or, you can use a combination of both Rebecca and Legendary files.
If you don't see any of these ways to get Rebecca Chambers Files in your game, your World creation date requirements may not be met. All you need to do in this situation is just wait until your server is old enough for Rebecca to be added.

To get Billy in Resident Evil Survival Unit, you need to obtain 10 Billy Coen Files from either the "Special Exchange" event, or the Vaccine Research Lab tab of the Merchant shop. You need to spend Gems or real money in the Special Exchange event, and it costs Vaccine Lab Tokens to buy Billy's files from the merchant — which you get from taking part in the Vaccine Lab Raid event.
After you use your 10 Billy Coen Files to get him, you can then increase Billy's star tier rating by using Legendary Universal Hero Files, but you can also continue to use more Billy Coen Files if you want to keep spending Gems in Special Exchange, or spend your Vaccine Lab Tokens.
