Rare skill points are trickier to get than normal skill points, which can easily be obtained by leveling up your character. There are other methods of earning regular skill points, but leveling up is one of the easiest. On the other hand, rare skill points can only be earned in a certain number of ways, and these are:

Banking Karma: Go to a Veiled Edge Banner to change Karma into a rare skill point. Do not let your character die before the process is complete, as it will cause all Karma to be transferred to the enemy.
Completing Side Quests: Many side quests offer rare skill points as rewards.
