The two parts of the conflict are the heroes and the villains. Heroes are good for viewers to relate to, but if the villain they're facing isn't compelling as well, they won't be as engrossed in the story. The greatest story writers understand this concept and spend as much time crafting the perfect villain as they do making the hero, the world, and the plot. If the hero gets a band of helpers, why can't villains team up as well? The more, the merrier, after all.

SERN is the main antagonistic organization that is found in the Steins;Gate universe. Based on a real company, CERN, the members of SERN take a more heavy-handed approach to science, attempting to eliminate and ruin the lives of the main characters throughout the show.
The most sinister part of this organization is the fact that they don't let go, no matter what the main character tries. No amount of dimension hopping and time travel saves him from the clutches of this faceless organization, and they always manage to find him in the end.

Traditionally, pirates are seen as the bad guys, and the marines who go against these pirates are meant to be the good guys who uphold the law for the sake of the citizens. But the roles are somewhat reversed in One Piece.
The marines, an organization created for world peace, fight against any and all pirates and create an authoritarian rule within Oda's creation. Their heavy-handed tactics, corruption, and anti-freedom cause make them an easy enemy to root against when following the protagonists.

Land of the Lustrous is an anime built on mystery. It thrives on making the viewer question the nature of the world they're watching, and the Lunarians are a perfect example of that.
These other-worldly creatures appear with a chime, attack, and attempt to kidnap the main characters, and leave just as mysteriously as they first come. Their alien features, indiscernible reasoning, and horrifying competence make them absolutely terrifying.

Umbra Hands is an organization that shows up at the end of the first season of Made in Abyss and represents the first big hurdle that the main character has to cross in order to get closer to her goal. The existence of this organization, the cause they were created for, and the method of their creation, all lend themselves to creating perhaps the most creepy organization in all of anime.

Spike was once an assassin with the Red Dragon Crime Syndicate along with Vicious and Julia, and the trio became friends during their action-packed adventures together. Julia was with Vicious at the time, but she and Spike developed feelings for each other before choosing to run away from this crime syndicate. The consequence of such an act was that they would be hounded by this ruthless underworld anime villain group for the rest of their lives.
During their escape, Spike assumes that Julia lost her life, and Vicious becomes his sworn nemesis. The duo clashes time and time again during the course of the series. The bombastic finale sees Vicious assume control of the Red Dragon Crime Syndicate, and Spike single-handedly takes on this criminal group before killing his nemesis. The injuries he incurred were severe, and he lost his life soon after.

It's easy to laugh off the Frieza Force's threat given the galaxy-level threats that Goku, Vegeta, and the rest of the Z Warriors have faced since their legendary adventure in Namek. However, doing so would be a huge disservice to one of the most tyrannical anime villain groups in Dragon Ball Z. The Frieza Force conquered planets and oppressed them with their might for centuries.
The Frieza Force makes a return in Dragon Ball Super and is just as intimidating as most people would assume. Gohan suffered the brunt of the revived emperor's wrath before Goku and Vegeta appeared to save the day. The Z Warriors are augmented by the might of a new Super Saiyan transformation and make quick work of Frieza, who fails to emerge victorious even after unlocking a new transformation.

Boruto may seem like an unnecessary way to continue Naruto's narrative despite the latter ending on a satisfactory note. However, hardcore fans of the series who suffered through a slow and meandering start are being rewarded with some of the best battles and transformations in the series. A huge reason why Boruto has become compelling is because of the introduction of Kara, an anime villain group with dastardly motivations to gather a ton of power by any means possible and attain godhood.
Unlike Akatsuki, Kara seems more cerebral in nature. They take both might and wits into consideration when admitting members into their group. However, the Inners are known for boasting supreme might as combatants and must not be underestimated by anyone seeking to hunt down and infiltrate this group, even if only one of these Inners has survived in the form of Code.

Ghouls can be monstrous if they don't control their eating habits, but even the ravenous ones of the lot know to stay in the shadows and not draw unnecessary attention. However, Aogiri Tree scoffed at this notion, believing that ghouls were the dominant species and that regular humans should be culled for society to evolve.

The Monster Association was full of powerful villains who wreaked havoc and caused more to join their cause in the process. If it hadn't been for Saitama's overwhelming strength, no one could've survived the onslaught of a fully-powered and terrifying Monster Association.
