The Circlet of Light is located in Enir-Ilim where Tarnished are destined to fight Kindly Miquella alongside his consort Radahn. The final boss has two phases, Promised Consort Radahn/Radahn, Consort of Miquella, and you will only receive the headpiece after completing the battle. After beating the final boss in Elden Ring Shadow of the Erdtree, search for a golden light that says Touch Memory and examine it. After witnessing a short memory of Kindly Miquella, you will obtain the Circlet of Light.
