How to Summon a Horse in Skyrim
Unfortunately, there is no option in the game to directly summon a horse. Still, there are several tricks that you can use to achieve the same result.

Fast Travel
The first and easiest method is to simply fast travel to get to a different location. This way, you will automatically teleport the horse, and thus, it will come with you to your destination.
It is worth noting that this is not the best method, as it does not allow you to summon a horse without using fast travel. Thus, if you are on a mountain and just need to get to a higher level quickly, using fast travel to summon a horse is not an ideal solution.
Summon Arvak
A more efficient and effective method of summoning a horse would be to own Arvak. Arvak is a skeleton horse that you can obtain if you have access to the Soul Cairn as part of the Dawnguard DLC. To obtain Arvak as a mount, you need to visit the Soul Cairn after completing the Chasing Echos quest. Here, you can find Arvak's Skull, and with it, learn more about the ghostly, spectral steed.
Once this is done, you can use the Summon Arvak spell, which can be found in the Conjuration menu and costs 136 magicka. By using this spell, you will summon a horse anywhere in the open world.
Use Mods
If you don't have the DLC or don't want to use only one horse all the time, you can use the Call Your Horse mod. Similar to the previous option, this mod allows players to use a spell that will summon a horse. After installing this mod, you can summon a horse that you own, and what's even better is that this spell costs nothing, so you can use it as much as you want.
Similar to the previous option, you can only use this spell in the open world because the horse will not come to you if you are in a building or cave. This mod does not conflict with any in-game mechanics, so installing it shouldn't cause any problems.
