Starfield's city of Neon is one of the most vibrant locations throughout the Settled Systems. In addition to being the home of many corporations including the Ryujin Industries faction, the city is a hive of criminal activity. From the top of Trade Tower to the depths of the Underbelly and everywhere in between, players will notice the rife corruption and competitive atmosphere that absorbs the characters living there.
In the Underbelly section of the city, Starfield players can find a variety of food vendors as well as the Xenofresh Processing Facility, which can be used to manufacture Aurora. If players visit the Quikshop, they will be met with the bereaved Katherine Luzion, who says she is not willing to talk about anything until some time has passed. Players can revisit her 24 hours later and speak with her in order to start the quest "Unjustified".

Speak With Tevin Anastas
Katherine explains that her husband, Thomas, was murdered, and a conspiratorial cover-up had taken place between the killer and the notoriously corrupt Neon Security forces. She cites Tevin Anastas as the only witness to the crime and asks players to speak with him in order to get more information. Players will be able to find Tevin at The Emporium in Bayu Plaza, where he serves as the shop's vendor.
Tevin is initially very reluctant to speak on the issue, given that he has been threatened death if he reveals any information about the incident. He can be persuaded relatively easily and is particularly susceptible to the Intimidate dialogue options marked in red. Failing this, players can complete a side quest for Tevin which may win his approval. Tevin reveals that the killer is a man named Rusty, and that he can be found in the Sleep Crates near Madame Sauvage's Place in the Ebbside district.
Find Rusty
Upon speaking with Rusty, players can question him about the murder, which he confesses to despite claiming it to be an accident. Rusty will then plead for mercy at which point players will be presented with several options. First, players can choose to attack him, though Rusty is armed and will attempt to fight back. The second option is to simply allow Rusty to leave town, thereby letting him get away with the crime. Finally, some additional unique dialogue options may be available for players with certain traits. For example, players with the Space Scoundrel perk will be able to rob Rusty for all his credits before allowing him to leave.
Once Rusty has been dealt with, players can return to Katherine to report on the mission's outcome. Despite feeling a slight lack of closure due to the fact that the Neon Security guards in question remain unidentified, Katherine is still grateful for the street justice and will offer the player some credits as a reward. Players can choose to accept or reject this payment, but choosing to reject it will not result in any special bonuses.
