So, here’s a guide to finding all the items at these locations.
Pair Of Lion Eyes 1
You need to go to the north of the White House to get the first Pair of Lion Eyes. However, be prepared, as enemies often spawn at the location. Dispatch them and enter Koby's. Interact with the refrigerator located inside to get the Pair of Lion Eyes.
Pair Of Lion Eyes 2
Your next stop is the northern part of West End. You'll have to enter the Donut Shack as seen in the image. There's a storage inside with a refrigerator, and by interacting with it, you'll acquire the second Pair of Lion Eyes.
Pair Of Lion Eyes 3
The above control point, Riverside Gas Station, is where you'll find the third Pair of Lion Eyes. Enter it to find the refrigerator holding the Pair of Lion Eyes.
Pair Of Lion Eyes 4
Get to the northeast side of the White House as you start your hunt for the fourth Pair of Lion Eyes. Once there, you'll spot an Admiral Burger shop. The refrigerator will be far back in the kitchen, directly to the left as you enter. Interact with it to find the Lion Eyes.
Pair Of Lion Eyes 5
To find the Fifth Pair of Lion Eyes, your destination is the Judiciary Square. Look around until you spot a small shop with the Noodle Bar sign. Enter the building and go to the refrigerator inside (left of where you entered) to get the Lion Eyes.
Pair Of Lion Eyes 6
The last Pair of Lion Eyes is at the North of the Constitution Hall. From the Ivy Tunnel control point, head northeast across the street to find a Koby's. The doors are shut, but all you need to do is interact with them to unlock the place. The refrigerator with the Lion Eyes is on the far right behind the counter as you enter.

All Lion Statue Locations In Division 2
Once you have collected all six Pairs of Lion Eyes, it’s time to head to the lion statues to activate them in a specific order to successfully solve the puzzle. So, here are all the lion statue locations in Division 2.
Lion Statue 1 Location
The first lion statue to activate is right inside the Constitution Hall. Reach the area near the pond and interact with the statue to activate it. It will face towards the direction of the next statue.
Lion Statue 2 Location
The second statue is directly across the pond. You can find it by going straight from the first lion statue in the direction to which it's pointed. This statue will turn right once activated, pointing towards the next one.
Lion Statue 3 Location
Head north for the third statue. You will find the lion sitting on the railing of the building walkway. Climb the stairs to activate it. It will turn towards the left.
Lion Statue 4 Location
Follow the left path or the east side to find the fourth lion statue. You'll come across a building, and the lion statue is sitting on its railing. Make sure that you follow the direction straight from the third statue to find the fourth one, or else it can be easy to miss.
Lion Statue 5 Location
There is no direct path to the fifth statue from the fourth one. You will have to take a detour to the DCD HQ mission. You can find the fifth lion statue on the sidewalk. Once activated, the statue will turn to its right.
Lion Statue 6 Location
The last lion statue is in Rawlins Park in the Constitution Hall. Head over to a pit with a bunch of burning bodies inside it, and the statue won't be far from it. Activate it with the final Pair of Lion Eyes.
Activating the sixth statue will instantly spawn the Angel Mask Hunter. Make sure you're ready to face him after you complete the puzzle.
How To Spawn The Hunter
You can only spawn the Hunter after you complete the lion statue puzzle in The Division 2. As mentioned, you will need to return all the Pairs of Lion Eyes to the lion statues in the correct order to complete the puzzle. The Hunter wears the Angel Mask and has some very tricky abilities, which you need to evade in order to defeat it.
The Hunter can throw Stinger Hives and spawn Incinerator Turrets, which are quite difficult to deal with if left unnoticed. Make sure you are prepared for this fight accordingly. Also, the Hunter uses an EMP at regular intervals, which will affect your equipment and skills. He also heals himself when he is low on health and is behind cover.
You need to complete the Side Mission: Agent Edwards Support located in Downtown East to be introduced to hunters before you attempt to spawn the hunter.
How To Get The Angel Mask
You will get the Angel Mask as a reward for defeating the Angel Hunter, who spawns northeast of the Constitution Hall near the sixth lion statue. This hunter drops this item once you defeat him in Division 2.
You will not get the reward if you fail to defeat the Angel Hunter. This will reset the puzzle, and you’ll need to collect all the Pairs of Lion Eyes once again to repeat the battle.
