Unlike research material like Pure Energy Residue, which can only be acquired from completing Encrypted Vaults, the Heat Plasma Batteries, on the other hand, can be farmed from clearing Missions. Even though you can clear missions to get this, you'll have to unlock the Hagios region in The First Descendant before you can farm this material.

The Hagios region is unlocked once the "To Where the Headwind Blows" mission is complete, which is fairly late in the campaign. As this is a main quest, Hagios is automatically unlocked by progressing the story.
