Stardew Valley: Fizz Location
If you found out about Fizz from the changelog and immediately decided to find him, don't rush because you won't succeed. The first prerequisite is to receive an invitation letter from Joja Corporation, in which he will directly invite you to his hideout. Here is what the letter you will receive from Fizz says:
"Hello. I have the 'perfect' solution to help you out.
Meet me in the watery cave on Ginger Island.
-Fizz
Joja Special Services Division"
So, as soon as you receive this letter, you can immediately go in search of this NPC. The letter mentions the watery cave on Ginger Island, which is also known as the Mushroom Cave. If you've just started the new file, you'll need to access Ginger Island first, but if you've already done so, then head to the center of the island, as that's where the cave entrance is located. Once you enter the cave, move forward until you reach a dead end, and that's where Fizz will be standing and waiting for you.

When you find this NPC, you can talk to him and find out what he wants. Don't worry, Fizz won't hurt you, even though he's a strange but friendly NPC. It's worth noting that you can't start a relationship with him or give him gifts because he's here for one reason only, which is to offer you a deal.
His offer is quite interesting and not cheap: he sells Perfection Waiver for 500,000 gold. Perfection Waiver, in turn, will be useful for increasing your perfection score, as it will add another 1% to the scale. Although the offer looks strange, Fizz claims that everything is legal and the contract even has Mr. Qi's signature on it. It's up to you to decide whether to take this gamble, but if you hate fishing minigames, this is a great way to increase your perfection.
