Soaring Spin is easily one of the best Mystic Skills in Where Winds Meet in terms of pure utility. It's not exactly built for melting health bars, but it's an excellent ability for closing gaps and reducing the effects of healing, with the latter being indispensable in PvP fights against healers. However, Soaring Spin won't be available until after the first chapter of Where Winds Meet, so if you want to get this skill, you'll need to spend a fair bit of time in Qinghe first.

How to Unlock Soaring Spin in Where Winds Meet
Soaring Spin is found in a hidden chest inside an equally-hidden temple in Kaifeng, the second major region of the game. If you want to reach Kaifeng in Where Winds Meet, you need to first reach level 32 and complete the first chapter of the game. Getting this ability involves a fair bit of exploration, so sit tight and get ready for a long ride.

Finding the Keys
Once you reach Kaifeng, you'll want to head to the bottom part of the map. There is a river to the south of Kaifeng City, and at the very southernmost end of that river is a pond with a Boundary Stone. If you face the waterfalls by the Boundary Stone, turn around to find a cave at the other side of the pond. Enter that cave, then eavesdrop on the guards by the entrance. Take them out, then fight your way to the top of the cave tunnels. You'll find yourself in a stronghold of sorts. Explore the stronghold — when you reach the main hall area, look for a ladder and climb it. There's a gilded chest in that upper area that contains two keys.
The Secret Stronghold
Before you proceed to this part, make sure you've unlocked Celestial Seize in Where Winds Meet. You won't be able to get Soaring Spin if you missed the quest for this Mystic Skill in Qinghe.
Now that you have both of the keys from the cave base, you'll need to make your way to the outpost at Dreamfall Cliff, which is just east of the secret cave, past the Martial Temple. Deal with all the enemies inside the compound, then look for a storage shed south of the outpost. Inside is a secret door that leads to yet another underground tunnel system that's crawling with soldiers.
You need to beat the boss in the outpost to get the key that unlocks this secret door.
This tunnel network is fairly linear. Just follow the path and beat down anyone who stands in your way, and you'll eventually reach a locked, golden door. Shoot the nearby bell with your bow and use Meridian Touch to open the door.
Just past that door is a small antechamber with a Boundary Stone, and beyond the huge doors past the stone is the Secret Edict Chamber, a temple with multiple statues (and enemies) inside. The biggest eyecatcher in this area is the giant asura statue, and to get Soaring Spin, you need to reach the top of that statue.
Here, you'll need to climb the support beams around the area. Start by climbing over the smaller statues to reach a ladder that leads further up. Deal with the enemies in the balconies first so you don't get shot down, or just use the Veil of Stillness skill, which you can learn at Moonveil Peak in Qinghe.
Keep making your way up the beams, and you'll soon get close enough to jump onto the statue's head. Once you're on top of it, turn around, then use Celestial Seize to loot the chest above you. The chest contains Soaring Spin as well as other goodies.
