Completing Substories in the Yakuza series is something that everyone must do, and cannot be skipped if you want the full experience of the game. In Yakuza: Like a Dragon, players are given the chance to experience these Substories through the lens of Ichiban Kasuga, rather than Kiryu, which brings about a whole new set of stories and experiences.
One of these Substories is The Traffic Census Sensei, or Substory #33. In this Substory, you will need to help the traffic census worker, as he is currently unable to do his job due to tendonitis. Here's how to unlock and complete this special Substory.

How to Unlock The Traffic Census Sensei Substory
To unlock Substory #33, or The Traffic Census Sensei, you will first need to make sure you have reached Chapter 12 in the game. While you are making your way through Isezaki Ijincho, head down Daikokuten Street, found in the middle of the map. You will see a label on the map with some speech bubbles, which is where you can find the man.
This Substory can only be unlocked at nighttime, so make sure to visit the area during this time to find the man sitting on the side of the street. Approach the man sitting on the small folding chair, and talk to him to start the Substory.

How to Complete The Traffic Census Sensei
After talking to the traffic census worker, he will inform you that every time he uses his tally counter, he is in extreme pain due to his tendonitis. He will ask Ichiban to do his job for him so he can take a break during his tendonitis flare-up, and you will need to answer a few questions to complete the Substory.
For the first session, the traffic census worker, Shirabe Michino, will ask Ichiban to count how many men pass in the next 15 seconds. Shirabe will then ask Ichiban for the answer, which will be "4 men".
For the second session, you can approach Shirabe Michino in the same spot after you've progressed through the story a bit. For this, he will ask how many women pass by in 20 seconds. The correct answer for this session is "7 women".
Finally, you will have one more session with Shirabe Michino to properly complete the Substory. Approach him again in the same spot after you have spent some time getting through the story. For this one, he will ask you to count the number of men and women that pass by separately in 15 seconds. The correct answer here is "5 men, 6 women".
After completing each section, you will get the following rewards to increase Ichiban's wealth and experience:
