Unlocking promoters is pretty simple as it happens automatically once you complete Chapter 1 of the Main Story. You’ll find various NPCs lingering around the store and once you give them a recommendation, they will express interest to be a promoter for the store.

Aside from recruiting NPCs to promote the store, players can also recruit Agents. This is a slower process and takes time depending on your Agent Trust Level. Once your Agent has reached that specific trust level, you then need to complete a videotape request before they officially become a promoter for your store.
