I think the two can co-exist. I have found RNG weapons in the wild with perk combos that Cannot be crafted. That is what Bungie SHOULD be doing. I am not suggesting that perks be nerfed for crafting in favor of RNG drops, but only allowing certain perk combos available in the wild. Unique combos, like triple tap and fourth times a charm rolling on the same scout rifle or sniper. These are very rare and desirable combos, not usually available on such weapons as they tend to occupy the same crafting slot.
I don't think his reasoning was quite so simplistic. He was focused on two things, Paul's journey and the influences of the Sisterhood. Alia, will have a more prominent role in Messiah
I enjoyed both for different reasons. Lynch's Dune was certainly broader in scope and had he taken the same risks as the recent iteration, to bank on a sequel to finish his vision, perhaps more could have been explored. Alas studio interference insisted a 400+ page book, be distilled down to 2 hours, which proved to be impossible.
